Have never heard of any agency that doesn't have a policy in place that doesn't call for any prisoner in transport not to be placed in seatbelts or some type of restraining device...In any case.... in any jurisdiction should the policy not followed then the officer(s) in question would certainly be responsible for any injuries that occurred....

Do you really think they might not feel morally superior to others in their race because they wear a uniform?
Put a military uniform on a police force and they start thinking they are soldiers in Iraq. It's US (as in us guys and gals in uniforms)against THEM ( civilians who are not like US)

There's no point in pretending there have been no racial problems in Baltimore for the last half century. Or no racial motive in all the shootings that cops have been doing over the last few months of so called  black "thugs." The word "thug" has just replaced the "N" word in the vocabulary.

    So perhaps one would wonder in the world of everything being racist does that include the prosecutors office making a comment..."We heard your no justice no peace calls"...This is what the charges were based on?....Yesterday while watching a discussion on Baltimore a correspondent/panel member Juan Williams called the looters/rioters 'thugs'....this same individual has chastised the hip hop moguls/artists for their use of the 'n' word and also blacks that use the word against each other...Having listened to Mr William's views on this and other issues would hardly believe that he is substituting the word 'thug' as a cover for another word...If one thinks that the word 'thug' is a cover perhaps they may have the problem...
