Yes, but the bigger picture here is that there has been a philosophy of develop the beach and bring more tourists...more, more, more..at any cost. Roads are jammed, locals are frustrated, it takes twice as long to get anywhere, twice as long to get service in stores and two to four hours to get into many restaurants.
This may well be a sad side effect of packing too many rats in sand and sun lined cage.
What I cannot figure out is why a guy who lives in a gated community, on an island, in a town that probably has the lowest violent crime rate in the south would be driving around with a loaded gun in his vehicle.
I disagree with the mayor of OB who said this kind of thing was unlikely to happen again.
