In the midst of an unprecedented drought, some municipalities are threatening homeowners who are conserving water. All I can say is
UNFREAKINGBELIEVABLE!
We lived in Georgia during a drought a few years ago and it was a badge of courage to drive a dirty car and have a brown lawn. The toilet phrase used in the media was "If it is yellow, let it mellow. If it is brown, flush it down." Okay, this isn't about a lawn, but you get the idea. Special circumstances require special actions - or inactions.
