I think, no, I know it was meant as sarcasm. Troy Moon always tries to entertain with his articles.

I thought it was a good article for tourists to read. Most of the time when someone drowns in the Gulf it's someone from out of town.
Nothing wrong with giving them a warning.

It was a headline designed to attract attention. It is what headlines are supposed to do. It worked.
