I thought on the other thread we couldn't have troops in Iraq because they could be persecuted by Iraq law? Which is it?

Both.

They refused to grant immunity to the 3,000 residual force the Obama administration wanted to leave there, and have now done a u-turn and agreed to grant immunity to the personnel returning.

ISIS knocking at their door may have had some impact on their decision.

Well the escalation, while still in it's infancy is moving along. Britain is sending in S/F personnel and airlifting military supplies to the Kurds. This is going to drag on for awhile.

And the CIA completely missed the ISIS uprising.
