Russia develops new weapons causing concern in the Pentagon

As for the "absolute weapon," it goes
about the systems that could, for example, cause natural disasters. This

Experts say that it could be some autonomous nanorobots that can either
penetrate into the human body or destroy military hardware. If they are
ever created, it will be impossible to struggle with them. It will also
be impossible to determine who conducted the attack

Nanobots would be too hard to control and would come back to bite the creating country on the ass. The "target" country may get bit first, but rest-assured, not last.

Faced with orders from his nervous employer to destroy his work, he injects them into his own body, intending to smuggle the 'noocytes' (as he calls them) out of the company and work on them elsewhere." All that stuff happens in the first chapter, I believe.
