"In some cases the FBI may have created terrorists out of law-abiding individuals by suggesting the idea of taking terrorist action or encouraging the target to act," the report alleges.

Out of the 494 cases related to terrorism the US has tried since 9/11, the plurality of convictions – 18% overall – are not for thwarted plots but for "material support" charges, a broad category expanded further by the 2001 Patriot Act that permits prosecutors to pursue charges with tenuous connections to a terrorist act or group.

In one such incident, the initial basis for a material-support case alleging a man provided "military gear" to al-Qaida turned out to be waterproof socks in his luggage.

The NSA provides secret evidence to law enforcement and tells them to develop a “parallel construction” of evidence where the NSA isn't implicated.

In other words, law enforcement accepts evidence from the NSA and makes up a lie about how they obtained the evidence... or uses the evidence to develop other evidence and a conviction.

I keep seeing parallel construction popping up in stories and it sucks.  I will bet that much of the surveillance was done illegally in the first place.

I'm not on the side of law breakers... the criminals OR the criminally sinister NSA.

The NSA is blackmailing Judges congressmen and law enforcement heads for their own nefarious reasons.

I have no doubt the data is being used for nefarious purposes.
