An article about the airport mentions a grant that requires matching funds and Pensacola's woes in providing matching funds. I quote the PNJ

What does the ECUA Main Street plant relocation have to do with encumbering city monies?
The last I heard about the "old stinky" property was that ECUA wanted to trade the property for the city garbage franchise. If that happens after a favor able environmental risk assessment and the city becomes the owner of "old stinky", I see the property as an asset, not a liability.
A Very large parking deck to serve large gatherings at the CMP could be built with entertainment, retail, offices, or even residential units could use higher floors of the parking deck. I don't see the "old stinky" property as a liability at all.
Am I missing an obvious point here?
